resizing a photo and the photo rotate tag?

when i ul photos from my phone its almost always rotated 90 ccw off of the normal

even when i take it w my phone fully vertical w what should be no rotation tag

it maybe seems to take the rotation tag, rotate the photo, resize it, forget about the rotation tag and then not rotate it back after it resizes?

gonna test some stuff in the posts below

once i think i had my phone turned and the photo uled 180 turned

also when i go into my photos and manually rotate and save the img
and then rotate it back to proper orientation and save that
it uploads properly

thats four unique photos not manually rotated

now i go into my phone settings and rotate the first pic off normal

first photo rotat 180 save

and then rot back to how it was and save again

first photo rotated 180 again and saved

now its not wrong

i think this is what i did when i had a photo rot 180 once

i took it with the (choose files) then and instead of uploading from camera roll i picked (take a picture)

it was probably a horizontal photo
